<title>Abstract</title> <p>This paper argues that industrial decarbonisation should be understood not simply as emissions management, but as production-system transformation. Carbon pricing, corporate net-zero commitments and single-technology solutions such as CCUS may influence firm behaviour, but they cannot by themselves provide the infrastructure, capabilities, supply-chain coordination and market formation required for low-carbon industrial transition. Building on debates on green industrial policy, the paper examines Envision Group’s Ordos Net-Zero Industrial Park in China as a case of a policy-enabled green industrial ecosystem. The case shows how renewable energy, hydrogen, battery systems, digital energy management and industrial clustering can be assembled into a coordinated production system. Its significance lies not in offering a universal model, but in clarifying the institutional and infrastructural conditions under which net-zero industrial ecosystems can emerge. The paper concludes by drawing implications for the Global South, arguing that green industrialisation becomes developmentally meaningful only when green investment builds domestic productive capabilities, supplier linkages and value capture rather than reproducing enclave development in low-carbon form.</p>
