English
This study models the 32 MW Namosi hydropower project in Fiji (FJ$330m) using FINPLAN, assessing how corporate tax holidays and tariff adjustments affect NPV and IRR over 50 years. Longer tax holidays improve returns; under a 10% tariff increase, roughly six years of exemption lifts IRR to 12.6%, meeting the hurdle rate. It recommends performance-based incentives, sustainable PPAs, and concessional finance.

📄 Abstract(原文)
This report evaluates the financial viability of the proposed 32 MW Namosi Hydropower Project in Fiji, involving an estimated investment of FJ$330 million. Using the FINPLAN modelling tool, the study examines the impact of corporate tax holidays and electricity tariff adjustments on Net Present Value (NPV) and Internal Rate of Return (IRR) over a 50-year operational period. The findings indicate that longer tax holidays improve financial performance under both tariff scenarios. Under the baseline tariff, IRR increases from 9.5% to 11.2% with a ten-year tax holiday but remains below the 12% investment hurdle rate. Under the elevated tariff scenario, assuming a 10% tariff increase, IRR rises from 10.65% to 12.60%, reaching the hurdle rate with approximately six years of tax exemption. The report recommends targeted, performance-based tax incentives, commercially sustainable Power Purchase Agreements, and greater access to concessional financing. These measures could strengthen private renewable energy investment while balancing government revenue, electricity affordability, and Fiji's long-term energy security objectives.
