English
This paper comprehensively reviews current Russian normative regulation on greenhouse gas emission limits and attempts to formulate 'carbon law' as a complex legal institution of mandatory decarbonization rules. It argues that existing acts from international to regional levels largely duplicate each other and fail to curb rising GHG concentrations, and that new systematization plus organizational-legal measures could help slow environmental problems.

In the global GX context
Adds a non-Western, non-EU perspective to global carbon-law scholarship, showing how a major fossil-fuel exporter frames mandatory decarbonization rules outside the TCFD/ISSB/CSRD disclosure architecture. Useful for comparative analysis of how legal systematization of carbon regulation diverges across jurisdictions.

📄 Abstract(原文)
The main result of this study is a comprehensive examination of the current normative legal regulation of topical issues related to limiting greenhouse gas emissions into the environment. The paper attempts to formulate carbon law as a complex legal institution representing a set of mandatory rules of decarbonization. The latter term implies the reduction of harmful emissions into the atmosphere, their capture and reuse in production, as well as the expansion of the scope and quality of airborne pollutants' absorbers. Such an approach is necessary because existing regulatory legal acts, from international to regional levels, mostly duplicate each other. Domestic and foreign scholars agree that the entire set of mandatory rules does not work, the concentration of greenhouse gases on the planet is only increasing, inevitably bringing catastrophic consequences of global warming closer, including flooding of most coastal areas, including cities, and drought in Africa and several other regions. New systematization of law, as well as the development of organizational and legal measures, can significantly influence slowing down environmental problems.
