To address practical challenges arising from high-penetration photovoltaic (PV) integration into rural distribution networks—such as voltage violations and suboptimal investment returns—this study systematically evaluates the techno-economic feasibility of rural distribution transformer zone microgrids under the evolving landscape of electricity market reforms. Aligned with China’s “dual carbon” goals (carbon peak by 2030 and carbon neutrality by 2060), three representative microgrid development schemes are proposed: (1) conventional grid upgrading, (2) dynamic capacity enhancement (with energy storage), and (3) flexible interconnection. A progressive policy scenario framework is established, ranging from a baseline “PV-only” scenario to a comprehensive “full-benefit” scenario that incorporates preferential electricity tariffs, ancillary service market participation, and subsidies for deferring grid upgrades. Results indicate that under supportive policy conditions, all three schemes achieve financial viability, with full-investment internal rates of return (IRR) exceeding 8%. Notably, the flexible interconnection scheme yields the highest IRR of 12.12% in the full-benefit scenario. Sensitivity analysis identifies system-specific investment cost and renewable energy retail surcharge as the two most critical factors influencing project economics. This study provides a systematic analytical framework for selecting context-appropriate microgrid pathways in rural areas and underscores the pivotal role of coordinated policy and market mechanisms in enabling localized renewable energy consumption.
