本稿は「ネットゼロ」をめぐる言説空間を、公共圏（publics）と対抗公共圏（counter-publics）という概念枠組みで分析する理論的考察である。脱炭素を単なる技術・政策課題ではなく、多様な主体が意味を争う社会的・政治的コミュニケーションの場として位置づける。誰がネットゼロの語りを正当に担うのかという問いを提起し、企業・政府・市民の主張が交差する構造を可視化する。

This paper frames net-zero as a contested discursive space, analyzed through the concepts of publics and counter-publics. It treats decarbonization not merely as a technical or policy problem but as a site of social and political communication where competing actors negotiate meaning. It raises the question of who legitimately speaks for net-zero, mapping how corporate, governmental, and civic claims intersect.

日本ではSSBJ基準・有報でのサステナビリティ開示が進み、企業のネットゼロ表明が投資家・市民・NGOから検証される局面に入っている。本稿の公共圏論は、開示コミュニケーションがなぜ対抗言説（グリーンウォッシュ批判等）を生むのかを理解する枠組みとして示唆的である。
