Introduces the REPAIR governance innovation framework — synthesising six design principles (Reflexivity, Enabling/Embedding, Participatory, Adaptivity, Integrative, Radicality) from analysis of 25 Procedural Governance Tools across four major transnational networks — and the Innovation Diamond, a four-part typology of enabling innovation domains (governance, social, financial, and learning). Draws on Phase 1 of the Net Zero Futures (NZF) study (2022–2026) and empirical engagement with the EU NetZeroCities Mission Platform and the Bristol Net Zero Investment Co-Innovation Lab. Presents the NZC platform as a governance innovation mosaic and argues that learning innovation is the connective thread without which governance, social, and financial innovations create fragmentation rather than coherent enabling conditions for net zero transformation.
