English

This paper comparatively examines how developed economies integrate industrial carbon management (CCS, CDR) into emissions trading schemes. It analyzes five regulatory dimensions, including treatment of CCS/CDR within ETS frameworks and allocation of ETS revenues to support these technologies, offering design lessons for net emissions reduction.

📝 gxceed 編集解説 — Why this matters

In the global GX context

As jurisdictions worldwide (EU ETS, UK ETS, emerging Asian schemes) debate whether and how to credit CCS and CDR, this comparative work speaks directly to ISSB/TCFD-adjacent disclosure of removals and to transition-finance frameworks for carbon management infrastructure.

Provides a comparative regulatory framework for analyzing ETS–CCS/CDR integration across jurisdictions.

Helps carbon management and compliance teams anticipate how CCS/CDR may be credited and financed under evolving ETS rules.

Offers design considerations for treating CCS/CDR and allocating ETS revenues in emerging carbon markets like Japan's GX-ETS.

📄 Abstract(原文)

The integration of Industrial carbon management technologies, such as, carbon capture and storage (CCS) and carbon dioxide removal(CDR), within an emission trading scheme(ETS), offers a promising avenue for achieving net emissions reductions and lowering atmospheric concentrations of CO2, which is the major contributors to GHG emissions. In this paper, we explore how various jurisdictions have approached this relationship across five key regulatory considerations: the treatment of CCS and CDR activities within ETS frameworks, allocates ETS revenues to support CCS and CDR technologies. The recognition of different CO2 transport methods and the CO2 storage jurisdictions possibilities, are not within the purview of this paper.
