📄 Abstract(原文)

Under the binding constraints of the dual carbon targets, the construction industry's high-carbon, extensive development model is no longer tenable, and the low-carbon restructuring of the entire industrial chain has imposed fundamentally new demands on the competency profile of civil engineering professionals. This study systematically traces the evolution of China's dual carbon policy framework and its institutional arrangements in the construction sector, quantitatively characterizes the carbon emission structure across the full building lifecycle, and rigorously analyzes the low-carbon transformation pathways spanning building materials, design, construction, and operations management. Drawing on these industry transition imperatives, a novel core competency framework tailored to applied undergraduate civil engineering education is constructed along three dimensions—knowledge, skills, and professional disposition—with explicit delineation of the substantive content of low-carbon technical knowledge, practical application capability, and career-oriented professional literacy. The findings provide a demand-side theoretical basis for optimizing civil engineering talent development models, thereby facilitating precise alignment between institutional graduate supply and the low-carbon transformation needs of the construction industry.
