📄 Abstract(原文)

Abstract For at least three decades, the international climate regime has granted near-impunity to the fossil fuel industry and its beneficiaries. Yet, to be effective, the green transition must keep fossil fuels underground: adding low-carbon energy from renewables will not address climate change unless emissions are drastically reduced by leaving fossil fuels underground (LFFU). Despite claims of ‘abated’ future emissions, the fossil fuel industry cannot guarantee that it will rapidly deliver ‘low carbon’ fossil fuel energy with a ‘net zero’ life cycle resulting from reduced production emissions and carbon capture. This chapter examines efforts to more effectively transition away from fossil fuels (TAFF), including through initiatives such as the Fossil Fuels Non Proliferation Treaty and the Beyond Oil and Gas Alliance (BOGA). Despite systematic climate obstruction, most notably by most OPEC members and the US under the Trump presidency, these efforts are gaining some momentum but more responsibilities need to be taken by major producers to find effective roadmaps towards alternative economic models and energy systems.
