The Solar Potential Certificate (SPC) is proposed as a standardised, deterministic property-level metric that complements existing Energy Performance Certificates (EPCs) by quantifying a building's solar electricity generation potential. Current EPC systems evaluate energy consumption but provide no equivalent measure of production capacity, creating a structural gap in property valuation, mortgage underwriting, insurance assessment, and sustainable finance. The SPC addresses this deficiency through a Spatial Information Deterministic Model (SIDM) integrating environmental irradiance, three-dimensional building geometry, shading analysis, and photovoltaic performance modelling into a normalised 0–100 score. The paper presents the mathematical framework, scoring methodology, policy rationale, and alignment with the Energy Performance of Buildings Directive (EPBD), the EU Taxonomy Regulation, green mortgage initiatives, and wider decarbonisation objectives. Rather than replacing EPCs, the SPC establishes a complementary generation-side certification, allowing buildings to be assessed simultaneously as consumers and producers of energy. This work presents a theoretical scoring methodology. The proposed Solar Potential Certificate (SPC) has not yet undergone empirical validation against measured photovoltaic production data and should therefore be regarded as a methodological and policy proposal rather than an operational certification system.
