This study optimizes PEM electrolyzer sizing coupled to a 100 MW onshore wind farm in Dakhla, Morocco, under 2030 cost projections. An optimal 57.96 MW electrolyzer (57.5% of wind capacity) yields ~4.71 kt H2/yr, 48.21% capacity factor, 7,345 operating hours, 8.51% curtailment, and LCOH of 4.92 USD/kg. Matching electrolyzer to rated wind capacity is not economically optimal; moderate under-sizing balances utilization, curtailment, output, and capex.

📄 Abstract(原文)
Green hydrogen is emerging as a key pathway to decarbonization; however, the transition toward large-scale production depends on both renewable resource potential and optimal sizing of the electrolyzer. Oversized electrolyzers operate at low capacity factors and increase capital costs, whereas undersized ones lead to substantial renewable energy curtailment. This study investigates the optimal sizing of a proton exchange membrane (PEM) electrolyzer coupled with an onshore wind farm in a representative high wind resource location in Morocco, Dakhla, as a case study under a 2030 techno-economic cost projection. A total installed wind capacity of 100 MW was considered. The assessment included annual hydrogen production, electrolyzer capacity factor, operating hours, energy curtailment, total capital expenditure (CAPEX), and the levelized cost of hydrogen (LCOH). The results identify an optimal PEM electrolyzer capacity of 57.96 MW, which represents 57.5% of the wind farm capacity. This configuration produces approximately 4.71 kt of hydrogen per year, achieves an electrolyzer capacity factor of 48.21%, and operates for 7,345 h annually. Under this configuration, energy curtailment is limited to 8.51%, while the estimated LCOH is 4.92 USD/kg H 2 . The findings indicate that directly matching the electrolyzer capacity to the rated wind farm capacity is not economically optimal. Instead, moderate electrolyzer under-sizing provides a more favorable balance among equipment utilization, energy curtailment, hydrogen output, and investment cost. The proposed approach also demonstrates that hourly renewable resource variability can be incorporated into investment decisions. This study provides a sizing framework for wind-based green hydrogen systems and offers insights for investors and policymakers aiming to develop cost-effective and scalable green hydrogen projects.
