Energy communities in Europe’s outermost regions: From policy experiment to investment reality Why energy communities in Europe’s outermost regions need investment, governance and technical assistance to scale. The European energy transition is shifting from regulatory design to implementation under real-system constraints. In this context, Renewable Energy Communities (RECs) are increasingly recognised as distributed energy market actors capable of combining renewable generation, self-consumption, energy sharing, local flexibility, and social inclusion.
