English

This repository contains a FastAPI-based web application that calculates the required forest and coastal areas for Indonesia's 2050 net-zero targets using IPCC 2006 AFOLU Tier 1 methodology, along with a policy analysis report. The tool features dynamic emission modeling, land-use allocation, customizable sequestration variables, and interactive visualization. The report critically evaluates a proposed compliance-based sequestration certificate scheme modeled after Australia's LGC, highlighting issues of permanence, ex-post financing, additionality, and demand limits.

📝 gxceed 編集解説 — Why this matters

In the global GX context

This paper provides a practical tool and critical policy analysis for a major emerging economy's net-zero pathway, relevant to global discussions on carbon accounting standards, nature-based solutions, and compliance markets. The analysis of permanence and additionality risks in biological sequestration schemes directly informs TCFD/ISSB-aligned disclosure and transition finance frameworks.

The IPCC-based accounting methodology and policy critique offer a replicable framework for carbon sequestration modeling and market design analysis in other developing countries.

Corporate sustainability teams can use the calculator to estimate carbon offset potential from forest/coastal projects, but should note the policy risks highlighted in the report.

The analysis of certificate scheme logic gaps provides cautionary insights for designing carbon credit mechanisms, especially in contexts with state-owned enterprises and biological sinks.

📄 Abstract(原文)

Indonesia Carbon Sequestration Calculator & Policy Analysis This repository contains the  Indonesia Carbon Sequestration Calculator , a FastAPI-based web application designed to calculate the required forest and coastal areas necessary to achieve Indonesia's 2050 Net Zero carbon emission targets. The computational logic is grounded in the  IPCC 2006 Guidelines Volume 4 (AFOLU) Tier 1 methodology . Key Features of the Calculator: Dynamic Emission Modeling:  Utilizes a 3-point emission model (Initial Year, Peak Year, Target Year 2050) to project the required carbon sequestration volume. Land-Use Allocation:  Computes the balance between existing available forest/coastal areas and the required new planting allocations. Customizable Sequestration Variables:  Allows adjustments for forest and coastal sequestration rates, root-to-shoot ratios (including below-ground biomass), degradation rates, and localized risk factors. Interactive Data Visualization:  Generates projection charts mapping emission trajectories against required mitigation efforts over time. Included Analytical Report:  In addition to the software, this repository includes a critical analysis report on the proposed "Compliance-Based Sequestration Certificate Scheme" for Indonesia (modeled after Australia's LGC scheme). The analysis evaluates logic gaps in translating energy-based models to biological carbon sectors, specifically addressing: Permanence and Reversal Risks in forestry. The Ex-Post Financing dilemma for capital-intensive restoration projects. Additionality concerns between "Existing" vs. "New" carbon sinks. Structural demand limits within state-owned enterprises (e.g., PLN). Technical Stack: Python 3.11, FastAPI, Uvicorn, Jinja2, Pydantic.
