📄 Abstract(原文)
National governments world-wide are struggling with the complexity of climate policy requiring a suite of evidence from the research community to make informed decisions in a sector stymied by deep uncertainty. This analysis explores how evidence needs have evolved within the Rural and Environment Science and Analytical Services Division (RESAS) of Scottish Government (SG), a recognised leader in climate policy. It examines ClimateXChange (CXC), the government’s centre for expertise on climate change, and one of the world’s first dedicated climate knowledge broker centres. By analysing SG’s research priorities through CXC-commissioned projects, we trace the evolution of evidence-informed policymaking. Our findings show that evidence demand has been dominated by mitigation, particularly in three sectors a) energy, b) agriculture, forestry and other land-use, and c) buildings. Yet there have been two emerging shifts. Firstly, from a reliance on mature and emerging evidence towards an emphasis on anticipatory evidence, especially for understanding policy impacts, behavioural responses, and public scrutiny. Secondly, towards more complex interdisciplinary asks from across government beyond the conventional remit of RESAS. These emerging shifts raise potential implications for evidence-informed policymaking in Scotland and for the role of knowledge brokers in supporting climate policy.
