Photovoltaic–battery charging stations are promoted as low-carbon charging infrastructure, yet grid-export policies may push their design towards oversized assets whose embodied carbon erodes the operational gains. This study embeds six regulatory regimes—baseline, net billing at 100% and 65%, net metering at 65% and 100%, and a carbon credit—inside a four-objective NSGA-III design loop that couples hourly dispatch, M/M/c queueing, 25-year life cycle assessment and discounted cash flow, applied to 869 measured sessions at a station in Bandar Lampung, Indonesia (grid factor 0.93 kgCO2e/kWh). Net billing and the carbon credit left the 80-design non-dominated set unchanged and acted only by re-ranking, whereas net metering reshaped it, lowering minimum storage from 17.4 to about 1 kWh. Net billing made 65 of 80 designs investable, but balanced selection promoted a 222 kWp/292 kWh design that raised the renewable fraction to 99.6% while lowering the life-cycle emission reduction from 82.3% to 61.2%, more than doubling 25-year emissions (187.5 to 409.6 tCO2e) and extending carbon payback from 4.7 to 13.0 years. Net metering made only near-storage-free designs, with reductions below 46%, investable. Renewable fraction is therefore a poor proxy for decarbonisation, and export policies should be judged on life-cycle carbon per unit of charging service.
