📄 Abstract(原文)

The European Union (EU) adoption of the "2030 Climate and Energy Framework" is a bold policy reaction to the challenges of climate change. The current research empirically examines the effects of the framework on the ecological footprint (EF) of the member states with specific emphasis placed on the moderating effect of green technology innovation (GTI). The difference-in-differences (DiD) regression on panel data for 27 EU member states (treatment group) and three non-member states—Switzerland, Norway, the United Kingdom (control group)—between 2010 and 2020, we assessed the policy's effect. The robustness of findings was verified through a placebo test, while a triple-difference model examined GTI's moderating influence. Results present robust evidence that the framework's adoption had a considerable reduction in EF in treatment countries. The placebo test confirms that there were no previous divergent trends, and therefore the research design is supported. Of greater importance, however, is the negative and statistically significant triple interaction term demonstrates that GTI intensified the policy impact of decreasing EF. These findings emphasize the overriding importance of integrating robust climate targets and potent innovation and technology promotion policies to achieve sustainability objectives.
