Using a 2003–2024 panel of 47 OECD countries, this study links a building decarbonisation policy index (GBI-2) to housing adequacy by income quintile. Stricter policy leaves total overcrowding unchanged but raises bottom-quintile overcrowding and inability to keep warm. The authors call this a 'green adequacy squeeze'—robust association, not settled causation.

日本のGX文脈において
日本では住宅省エネ基準適合義務化やZEH普及策が進行中。分配影響を可視化する本知見は、低所得層への支援策や政策設計の公平性検討に資する。
In the global GX context
As the EU's EPBD and national retrofit mandates tighten, this paper flags distributional risks that global disclosure and transition-finance frameworks (TCFD, ISSB) rarely capture. It adds a social-equity dimension to building decarbonisation policy evaluation.

📄 Abstract(原文)
Buildings absorb about one third of global final energy use, urban housing most of all. Whether the policy wave now pushing those buildings towards decarbonisation helps low-income households, or hurts them through cost pass-through, is untested across countries. We build a 2003–2024 panel of 47 countries, 42 with a coded policy index, linking OECD housing data by income quintile and tenure to a source-cited decarbonisation policy index (GBI-2), Eurostat and World Bank series. Stricter policy leaves total overcrowding about where it was (0.36 pp, p = 0.551), yet bottom-quintile overcrowding moves with it (0.72 pp, p = 0.067). Households unable to keep warm rise by 2.11 pp in the bottom quintile (p = 0.018) and 1.26 pp in the population (p = 0.073); with high-confidence index cells the quintile estimate reaches 1.84 pp (p = 0.006) and survives country-specific trends. A staggered Callaway–Sant'Anna design does not reproduce the associations and peer-adoption IV estimates are imprecise, so we read the pattern as a 'green adequacy squeeze': robust association, not settled causation. A placebo outcome is insignificant. The index was verified in four rounds against OECD/IEA documentation and national legislation (2026). Data, coding protocol and code are released for replication.
