English
This study analyzes cascading wood-waste utilization as a decarbonization tool, examining the EU RED III biomass hierarchy from material use through energy recovery. It shows long-term biogenic carbon storage and BECCS integration yield environmental benefits, but crisis conditions (e.g. Ukraine) require flexibility to prioritize energy security. The authors propose an adaptive multi-criteria decision model for dynamically selecting optimal biomass pathways.

📄 Abstract(原文)
Amid intensifying climate change, natural resource depletion, and geopolitical instability, forest ecosystems are gaining paramount importance not only as a source of renewable materials but also as a core component of the global carbon cycle. Transitioning to a circular forest bioeconomy is viewed as a primary pathway toward achieving climate neutrality and enhancing industrial resource efficiency. This study examines the features and trade-offs of cascade wood waste utilization as a tool for decarbonization and sustainable forest management. It is established that the priority biomass hierarchy defined by the EU RED III Directive — progressing sequentially from material use through chemical processing to energy recovery, which yields substantial environmental benefits through the long-term storage of biogenic carbon in wood products and the potential integration of carbon capture and storage (BECCS) technologies. Furthermore, under crisis conditions, energy infrastructure destruction, and supply chain disruptions (specifically illustrated by the case of Ukraine), applying the traditional cascade approach requires flexibility to temporarily prioritize energy recovery for vital energy security needs. The scientific novelty of the study lies in substantiating an adaptive approach and developing a corresponding multi-criteria decision-making model that enables the dynamic selection of optimal biomass utilization pathways based on shifting economic, technological, logistical, environmental factors, and energy security tasks. The proposed model advances the conceptual foundations of the circular bioeconomy by integrating adaptive decision-making, multi-criteria optimization, and a feedback mechanism into biomass flow management. The practical value of the results lies in their applicability by forestry enterprises and regional authorities to build digital decision-support systems and resource efficiency programs.
