In the global GX context
Amid the global shift toward mandatory disclosure (ISSB, CSRD, SEC climate rule), this paper reminds disclosure scholars that climate governance is fundamentally political—implementation hinges on domestic institutions, distributive justice, and policy coordination, not just reporting standards.

📄 Abstract(原文)
Climate change has emerged as one of the most significant political, economic, social, and environmental challenges of the twenty-first century. Although climate change is fundamentally associated with changes in the Earth's climate system, its causes, impacts, and possible solutions are deeply connected to political decisions concerning energy, economic development, natural resources, international cooperation, public finance, social justice, and governance. Sustainable development provides an important framework for understanding these relationships because it seeks to connect environmental protection with economic prosperity and social well-being. However, achieving sustainable development in the context of climate change is not simply a technical or scientific task. It requires political choices about how resources are distributed, whose interests are protected, which development pathways are prioritised, and how responsibilities are shared among countries and communities. This paper analyses climate change and sustainable development from a political perspective. It examines the role of governments, international institutions, political institutions, businesses, civil society, and citizens in shaping climate policy. It also considers the political economy of fossil fuels and renewable energy, climate justice, international climate negotiations, climate finance, multilevel governance, and the challenges of implementing climate policies. The paper argues that climate governance is closely linked to institutional capacity, political interests, participation, equity, and international cooperation. The Paris Agreement has created an important framework for international climate action, but implementation remains dependent on domestic political systems and national policy choices. The paper further examines the relationship between climate action and the Sustainable Development Goals (SDGs), emphasising that climate policies can create development opportunities while also producing social and economic trade-offs. The analysis concludes that sustainable climate action requires transparent institutions, inclusive decision-making, policy coordination, adequate finance, technological cooperation, and attention to distributive and procedural justice.
