This paper presents the strategies being adopted by Paraguay for the energy transition, following an analysis of the national energy matrix. This analysis highlights, on one hand, the production and export of hydropower as a renewable energy source, and on the other hand, the predominant use of fossil fuels and biomass in primary energy consumption. The main strategies adopted to bridge this gap are examined, including programs for promoting biofuels, electric mobility, energy efficiency, and the promotion of green hydrogen. These actions are supported by specific regulatory frameworks, economic incentives, and pilot projects aimed at positioning Paraguay as a regional reference in sustainable energy production. Among the results of these strategies, the continuous increase in biofuel production and the gradual incorporation of electric vehicles into the automotive fleet stand out. In contrast, the development of green hydrogen is still in a preliminary stage, focusing on technical studies, pilot plans, and legislative proposals, reflecting its nascent nature as a high-potential technological alternative for the future of the national energy matrix. The paper also identifies the main challenges for an effective energy transition, including the lack of infrastructure, regulatory frameworks still under development, low technological appropriation, and the need for inter-institutional coordination.
