Using 5,295 country-product-year observations of GCC exports to the EU, the paper matches 2026 CBAM default emission factors and free-allocation benchmarks to estimate conditional carbon-cost exposure. The 2025 basket reaches EUR 4.48bn and 2.805 Mt, yielding EUR 323-329m (7.21-7.33% of import value) at EUR 75/tCO2e, rising to EUR 689-693m under full phase-in. Aluminium is 80.2% of trade value and iron/steel 66.6% of the low-end cost.

📝 gxceed 編集解説 — Why this matters

日本のGX文脈において

CBAMは日本の輸出企業にも適用され、デフォルト係数依存のコスト構造と実測値による代替の必要性は、SSBJ開示やScope 3対応を進める日本企業にとって直接の示唆を持つ。

In the global GX context

Quantifies how reliance on CBAM default factors inflates carbon-cost exposure, offering a reproducible template relevant to ISSB/CSRD-aligned disclosure and transition-finance planning for exporters in third countries.

📄 Abstract(原文)

This working paper measures the conditional carbon-cost exposure of Gulf Cooperation Council exports to the European Union using 5,295 country-product-year observations covering 519 eight-digit commodity codes during 2019-2025. European Union import values and net mass are matched to corrected 2026 regulatory emissions defaults and product-specific free-allocation benchmarks. The matched basket reaches EUR 4.480 billion and 2.805 million tonnes in 2025. At an assumed certificate price of EUR 75 per tonne of carbon-dioxide equivalent, applying 2026 rules to that basket produces a conditional exposure interval of EUR 323.0-328.6 million, equivalent to 7.21-7.33% of recorded import value. Aluminium represents 80.2% of trade value; iron and steel account for 66.6% of the lower-end cost estimate. A full-phase-in scenario retaining the prescribed default mark-ups yields EUR 689.4-693.3 million. Historical product-code ambiguity materially widens earlier-year intervals, particularly for urea. The analysis identifies a concentration of exposure in specific country-product combinations and quantifies the consequences of default-factor reliance. Results describe fixed-basket regulatory scenarios. Installation emissions, importer exemptions, carbon-price credits and contractual incidence remain unobserved. The paper provides a reproducible source-to-result calculation and a targeted agenda for replacing defaults with verified installation evidence.
