This paper examines how policy design, regulatory capacity, and distributional coalitions influence the rate and direction of technological diffusion across energy, transportation, and industrial systems. Using a political‑economy framework, it analyzes the barriers created by incumbent interests, financing constraints, and governance asymmetries, while identifying mechanisms—such as targeted subsidies, carbon‑pricing regimes, and public‑private innovation partnerships—that can shift adoption trajectories toward sustainability.
