English
Using 2010 and 2023 Life in Transition Survey waves across 25 post-socialist countries, the study examines how institutional trust and household expenditure relate to willingness to pay for climate action via income contributions or higher taxes. Both are positively associated with WTP, but between 2010 and 2023 the income effect weakened while the trust effect strengthened, especially in post-Soviet, Baltic and Balkan groups. Climate concern alone does not ensure support for costly mitigation; institutional credibility and confidence in transparent, fair use of funds shape political feasibility.

In the global GX context
As carbon pricing and transition finance scale under ISSB/CSRD-era disclosure, this paper links public trust in institutions to the political feasibility of financing mitigation—relevant to how governments and disclosure regimes build credibility for costly climate policy.

📄 Abstract(原文)
Abstract Public support is central to the political feasibility of climate mitigation, yet the willingness to bear its financial costs may depend on factors beyond climate concern. Using the 2010 and 2023 waves of the Life in Transition Survey in 25 post-socialist countries, we examine how institutional trust and household expenditure are associated with willingness to pay (WTP), understood as giving part of one's income or paying higher taxes to combat climate change. Drawing on a stylized choice model in which this decision depends on the valuation of climate outcomes, the affordability of contributions, and the credibility of the institutions expected to use them, we estimate linear probability models with wave interactions and compare EU, post-Soviet, Baltic, and Balkan country groups. Both trust and expenditure are positively associated with WTP, but their relative importance shifted over time. Between 2010 and 2023, the income effect weakened while the trust effect strengthened, mainly in the post-Soviet, Baltic, and Balkan countries and much less in the EU group. These findings are robust to allowing the effect of climate concern to vary between waves and to logit estimation. Climate concern is strongly associated with WTP, yet concern alone does not ensure support for costly climate action. The political feasibility of financing mitigation also depends on institutional credibility and on public confidence that contributions will be used effectively, transparently, and fairly.
