English
This policy brief uses the effective closure of the Strait of Hormuz in early 2026 as a stress test of China's energy security, which China passed better than expected. It argues China now pursues a three-part climate leadership bid: exporting clean-energy manufacturing overcapacity, expanding global demand without binding financial commitments, and offering a security-centred transition model against the US 'energy dominance' agenda. For Europe, it recommends engaging China while defining tolerable dependence and protecting electrified infrastructure.

In the global GX context
The brief reframes climate leadership as an energy-security and industrial-competitiveness contest, relevant to ISSB/CSRD-era disclosure debates on transition risk and supply-chain dependence. It adds a geopolitical lens to global transition-finance and clean-tech trade discussions, especially for EU and allied economies weighing de-risking.

📄 Abstract(原文)
Policy brief no.45 written within the Reconnect China Horizon Europe project details how the effective closure of the Strait of Hormuz in early 2026 offered an unplanned stress test of China’s approach to energy security, and China passed it far better than most expected. The episode demonstrated that the underlying risk of supply disruption is real, while validating a preference for resilience and resource security that has long underpinned Chinese energy and climate policy and has now been reinforced under the banner of building an “energy powerhouse.” That preference now anchors a three-part bid for climate leadership with Chinese characteristics: exporting China’s own manufacturing overcapacity as the world’s default supplier of affordable clean-energy hardware; expanding global demand for that technology while avoiding binding financial obligations of its own; and offering a rival, security-centred model of the energy transition against the Trump administration’s fossil-fuel-first “energy dominance” agenda. For Europe, which needs electrification for its own energy security, this poses a difficult balance. China is indispensable to the climate transition, yet dependence on Chinese industry, and on Chinese-supplied digital components within energy systems, raises industrial and infrastructure concerns that shared climate goals cannot dissolve. Recommendations for Europe: Engage China as part of the solution to climate and energy security challenges while being explicit about and resolute in defending Europe’s own interests. Decide on what terms and in which segments of the value chain dependence on Chinese technology is tolerable and where Europe must preserve its own capacity. Uncompromisingly protect the integrity of electrified energy infrastructure, with member states following the momentum the Commission has started in areas such as inverters. Be prepared to exercise real leverage in a relationship where Chinese climate diplomacy is as much about energy security and competitiveness as it is about mitigation and adaptation.
