English

This paper examines whether multilateral climate finance rewards carbon pricing adoption per se or only stringent policies. Using a staggered difference-in-differences design on 2000-2023 panel data, it finds that high-stringency adoption significantly increases finance, driven by non-concessional loans, while low-stringency adoption has no effect. Grant finance declines regardless, suggesting a separate mechanism. Results are concentrated in one cohort and warrant cautious generalization.

In the global GX context

This paper provides causal evidence on how carbon pricing stringency influences multilateral climate finance, relevant to global debates on policy credibility and climate finance allocation. It informs donors and recipients on the signaling value of stringent carbon pricing, contributing to the literature on climate finance effectiveness and policy-based conditionality.

Provides causal evidence on the link between carbon pricing stringency and climate finance allocation, with methodological innovations in staggered DiD.

Highlights that stringent carbon pricing can attract non-concessional finance, informing corporate and government climate strategy.

Suggests that credible, stringent carbon pricing may enhance access to multilateral finance, while grants may decline regardless.

📄 Abstract(原文)

Abstract

Multilateral institutions increasingly cite domestic climate policy as a criterion for allocating climate finance, yet it remains unclear whether donors reward the adoption of carbon pricing as such or respond only to policies stringent enough to constitute a credible commitment. This paper distinguishes these possibilities by classifying carbon pricing adopters into high- and low-stringency groups, based on the price level and sectoral coverage recorded in the World Carbon Pricing Database, and linking this classification to a country-year panel of multilateral climate finance disbursements between 2000 and 2023. A staggered difference-in-differences design, robust to heterogeneous treatment timing, is used to estimate the effect of adoption on finance received. High-stringency adoption is associated with a significant increase in total finance, driven almost entirely by non-concessional loans, while low-stringency adoption shows no comparable effect. Grant finance declines following adoption regardless of stringency, suggesting a separate mechanism operating independently of policy credibility. A falsification test on adaptation finance and several robustness checks support a causal interpretation, though the results are concentrated in a single large adoption cohort and should be generalized with caution.
