This study empirically examines why net-zero carbon declarations spread in a domino-like fashion across Japanese local governments. It likely analyzes how neighboring municipalities, peer effects, and policy/social factors drove diffusion. It offers insight into how subnational voluntary commitments interact with national decarbonization policy.
