English

Using the ARCH2 clean hydrogen hub as a case, this social impact assessment argues that federal energy transition investment reproduced historical extraction and spatial inequality in Appalachia rather than revitalizing it. The author extends Molotch's growth machine theory with the concept of an 'external growth machine'—growth coalitions marked by external elite control, extractive logic, and asymmetric rural-urban integration. It shows how 'clean' transitions can reproduce rather than transcend extractive capitalism.

📝 gxceed 編集解説 — Why this matters

日本のGX文脈において

日本でも水素・GX拠点整備が地域経済政策と結びつく中、大規模エネルギー投資が地域に便益をもたらすかという分配・社会受容性の論点は、GX推進の正当性を考える上で示唆に富む。

In the global GX context

As global hydrogen and transition finance scales up under ISSB/TCFD-era disclosure, this paper raises the distributional and social-license questions that disclosure frameworks rarely capture, offering a critical lens on whether transition investment delivers just outcomes in peripheral regions.

📄 Abstract(原文)

The Appalachian Regional Clean Hydrogen Hub (ARCH2) promised economic revitalization through clean energy transition yet reproduced historical patterns of extraction and spatial inequality. Though federal funding has stalled under the Trump administration, key components like the Monarch Compute Campus data center in Point Pleasant, West Virginia continue under private capital, demonstrating that extractive logic persists independent of a single policy regime. Drawing on a social impact assessment-based case study, this paper extends Molotch’s growth machine theory to extractive contexts by developing the concept of the “external growth machine,” or growth coalitions characterized by external elite control, extractive logic, and asymmetric rural-urban integration. I demonstrate how federal energy infrastructure projects in Appalachia operate through peripheral places rather than for them, perpetuating resource colony status while integrating rural localities into metropolitan energy systems. This framework reveals how ‘clean’ energy transitions can reproduce rather than transcend extractive capitalism, producing multi-scalar spatial inequality across landscapes.
