English
This study maps Nature-based Solutions (NbS) value chains across six European landscape types using a literature review, eight case studies, and input-output modelling. The public sector dominates both supply and demand, while construction and professional services show the strongest indirect effects. Financial constraints, regulatory gaps, and institutional silos block mainstreaming; stakeholder engagement and policy coherence enable it. Private demand could close the public financing gap if supported by procurement rules and EU sustainability legislation.

📝 gxceed 編集解説 — Why this matters
In the global GX context
As TNFD and nature-related disclosure gain traction alongside ISSB and CSRD, this paper offers a value-chain lens for connecting biodiversity/NbS to corporate and public finance. Its emphasis on procurement and EU sustainability legislation speaks directly to the global push for nature-positive transition finance.

📄 Abstract(原文)
This paper investigates the integration of Nature-based Solutions (NbS) into economic value chains, identifying key sectors driving demand and supply, as well as the barriers and enablers for their uptake. Employing a multi-method approach, combining a systematic literature review with eight empirical case studies and input-output modelling, we map NbS value chains across six landscape types (urban, inland waters, coastal and marine, agriculture, forestry, mountains). The analysis reveals the public sector as the dominant actor on both supply and demand sides, with professional and technical services, NGOs, and academia also playing crucial roles, while indirect effects are strongest for construction and professional services. Urban NbS exhibit the highest number of documented interactions. Barriers to mainstreaming NbS across value chains include financial constraints, regulatory gaps, institutional silos and limited knowledge, while enablers centre on stakeholder engagement, inter-institutional collaboration, and streamlining policy frameworks across governance levels. The case studies showed that future demand is expected to come from the private sector to help close the public sector NbS financing gap; however, leveraging this potential requires dedicated policy interventions. The findings provide actionable entry points for policy instruments to accelerate NbS market uptake in Europe, focusing on alleviating the public-sector bottleneck, embedding NbS into public procurement, and leveraging EU sustainability legislation to attract private investment. Enhanced policy coherence across sectors and governance levels emerges as a recurring theme for effective implementation and upscaling.
