English

This chapter explains how IMF modeling frameworks, notably the IMF-World Bank Climate Policy Assessment Tool (CPAT) covering 200+ countries, quantify the environmental, energy, fiscal, and economic effects of mitigation policies. It covers baseline scenario construction, least-cost mitigation via carbon pricing, and impacts on energy prices, emissions, revenues, and GDP, plus instruments like feebates and low-carbon incentives.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Amid global carbon-pricing expansion (EU ETS, CBAM, ISSB-linked transition planning), this chapter offers a standardized, cross-country modeling approach for assessing mitigation policy effects. It supports evidence-based policy design and gives disclosure practitioners a quantitative basis for transition-plan scenario assumptions.

📄 Abstract(原文)

This chapter explains how modeling frameworks available for all IMF member countries can be used to quantify a diverse range of environmental, energy, fiscal, and economic effects of mitigation policies while also explaining these effects in terms of underlying factors familiar to policymakers. It first discusses desirable features of models for evaluating mitigation strategies and the IMF-World Bank Climate Policy Assessment Tool (CPAT), which provides such assessments for over 200 individual countries, as well as other IMF models. It then explains how baseline scenarios (with no changes in mitigation policies) can be developed, including data sources, why emissions projections vary across countries and their sensitivity to underlying factors, and the mapping of mitigation targets into emissions reductions. Next, this chapter describes the development of a least-cost mitigation scenario, based on carbon pricing, along with effects, for example, on energy prices, emissions, the energy system, revenues, costs, and GDP. The modeling and effects of other mitigation instruments like feebates and low-carbon technology incentives are then discussed along with modeling for other sectors, including extractives, agriculture, and forestry.
