English

This paper reviews major carbon pricing instruments and assesses their applicability to Uzbekistan, whose industrial sector includes energy-intensive metallurgy, cement, chemicals, and oil and gas processing. It identifies the economic, institutional, and technological conditions needed for implementation and argues that a gradual approach—combining carbon monitoring, pilot projects, emissions trading, and targeted support for industrial modernization—is preferable to an immediate high carbon price.

📝 gxceed 編集解説 — Why this matters

In the global GX context

As global carbon pricing expands under Article 6 and CBAM pressures, this paper offers a transition-economy perspective on sequencing carbon pricing with industrial modernization—relevant to debates on how emerging markets can align with ISSB/TCFD disclosure and carbon border mechanisms without abrupt cost shocks.

📄 Abstract(原文)

Carbon pricing has become an important economic instrument for reducing greenhouse gas emissions and encouraging the transition toward a low-carbon economy. By assigning a financial cost to carbon dioxide emissions, governments can motivate industrial enterprises to improve energy efficiency, adopt cleaner technologies, and invest in renewable energy. For Uzbekistan, the introduction of carbon pricing mechanisms is particularly relevant because its industrial sector includes energy-intensive industries such as metallurgy, cement production, chemicals, and oil and gas processing. This article examines the main carbon pricing instruments, evaluates their potential application in Uzbekistan, and identifies the economic, institutional, and technological conditions necessary for their implementation. It argues that a gradual approach combining carbon monitoring, pilot projects, emissions trading, and targeted support for industrial modernization would be more appropriate than introducing a high carbon price immediately.
