English

This study examines how stock exchanges can drive bank green finance adoption, using mixed methods synthesizing 64 sources plus practitioner interviews. It identifies four drivers—market regulations, mechanisms, awareness, and incentives—and shows via IMF/IOSCO data that only 49% of low-income-economy regulators have supportive market regulations versus 85% in high-income OECD nations. It argues exchanges should move from voluntary guidance to binding ESG disclosure and green bond standards for listed banks.

In the global GX context

Amid ISSB/CSRD and SEC climate rule debates, this paper positions stock exchanges as disclosure-infrastructure intermediaries that can harden voluntary ESG guidance into binding listing rules—directly relevant to global debates on green bond standards and transition finance in emerging markets.

📄 Abstract(原文)

The global transition from traditional to sustainable finance has become increasingly urgent as climate change accelerates, regulatory pressure intensifies, and biodiversity loss threatens developing economies. Despite growing momentum in green finance, banking sector adoption remains fragmented, constrained by inconsistent regulatory frameworks, limited market transparency, and weak incentive structures, particularly in low and middle-income economies. Stock exchanges are increasingly positioned as pivotal intermediaries capable of bridging this gap, however, their specific role remains insufficiently examined. This study investigates how stock exchanges can promote green finance adoption by banks globally through mixed-methods analysis synthesising 64 sources and primary data collected from financial practitioners. Four interdependent drivers of adoption are identified: market regulations, market mechanisms, awareness, and incentives. Notably, data from the International Monetary Fund and the International Organization of Securities Commissions confirm that only 49% of regulators in low-income economies maintain supportive market regulations, compared with 85% in high-income OECD nations. These findings indicate that stock exchanges must transition from voluntary guidance to binding frameworks mandating Environmental, Social and Governance disclosure and green bond standards for listed banks, supported by targeted tax incentives, formalised peer exchange partnerships, and standardised disclosure in carbon markets to direct capital toward achieving net-zero by 2050.
