English
Operationalising nine canonical energy-economics principles as benchmarks, the authors build an Energy Economics Gap Index for 160 countries (2010–2024) using IMF, OECD, World Bank, CEPII-BACI and GTA data. Pigouvian carbon pricing is least implemented (mean gap 0.95; 81% of countries far from the social cost of carbon), while subsidy removal, supplier diversification and access are largely achieved. The 2021–2023 crisis reversed a decade of subsidy reform, carbon pricing diverged, and technology neutrality eroded as green industrial policy expanded. Principles conflict in low-income countries but complement in high-income ones, so uniform prescriptions are ill-suited to developing economies.

📝 gxceed 編集解説 — Why this matters
In the global GX context
Directly informs the global carbon-pricing and green-industrial-policy debate central to ISSB/TCFD transition planning and the post-2023 subsidy-reform reversal. Its finding that carbon pricing diverged rather than converged challenges assumptions behind harmonised disclosure and transition-finance frameworks.
📄 Abstract(原文)
Energy economics prescribes a coherent normative core—cost-reflective and Pigouvian pricing, competitive markets, technology neutrality, decoupling, efficiency, diversified supply, universal access and a balanced energy trilemma—yet no study has measured how far practice departs from this core as a whole. We operationalise nine canonical principles as explicit theoretical benchmarks and construct an Energy Economics Gap Index for 160 countries over 2010–2024 using IMF, OECD, World Bank, CEPII-BACI and Global Trade Alert data. Implementation is selective: Pigouvian carbon pricing is the least implemented (mean gap 0.95; 81% of countries remain far from the social cost of carbon), whereas explicit subsidy removal, supplier diversification, and access are largely achieved. The overall gap narrowed by 0.05 per decade, but the 2021–2023 energy crisis reversed a decade of subsidy reform, carbon pricing diverged rather than converged, and technology neutrality eroded as green industrial policy expanded. Resource rents and import dependence widen the gap, whereas within-country changes in governance quality matter little. The principles conflict in low-income countries, where larger fossil-fuel subsidies coincide with smaller access gaps (ρ = −0.44), but complement each other in high-income countries (ρ = 0.69). Uniform policy prescriptions derived from energy economics are therefore ill-suited to developing economies.
