English
This paper compares road transport decarbonization pathways in Norway, Spain, and the UK, focusing on alternative fuel deployment for buses, LDVs, and heavy-duty vehicles. Using an Ambition-Achievement framework, it finds Norway leads in both policy ambition and adoption (30.4% AF LDV share vs. Spain's 2.2%), while the UK shows strong regulatory ambition but uneven results. Long-standing fiscal consistency, rather than targets alone, explains Norway's success.

📝 gxceed 編集解説 — Why this matters
In the global GX context
This study offers empirical evidence on the effectiveness of fiscal consistency versus regulatory targets in transport decarbonization, relevant to global policy discussions under the Paris Agreement. It contributes to the broader literature on policy evaluation for hard-to-abate sectors, though its focus on three European countries limits generalizability.

📄 Abstract(原文)
Abstract Transport is the second largest emitter of CO2, responsible for 23.8% of total emissions in Europe. Yet decarbonization in transport is progressing more slowly than in other sectors. This highlights the challenge of decarbonizing a sector deeply linked to economic growth, where options are constrained. Meeting the challenges requires more than high-level models and demands instead concrete, context-specific policy evaluations to meet the objectives of the Paris Agreement. This paper assesses how Norway, Spain, and the United Kingdom design and implement decarbonization pathways in road transport, with a focus on alternative fuel (AF) deployment for buses, light-duty vehicles (LDVs), and heavy-duty vehicles. Drawing on national policy reviews, Path2Zero project data, and an Ambition-Achievement framework, we compare policy targets with current fleet data to identify gaps and takeaways. Results show that Norway leads in both policy ambition and adoption, particularly its AF LDV share (30.4%), which is more than ten times Spain’s (2.2%), while the UK shows strong regulatory ambition but uneven results. Long-standing fiscal consistency, rather than regulatory targets alone, explains Norway’s leadership. These findings can be useful for policymakers and companies working toward transport decarbonization by 2050.
