Using a novel firm-project-level dataset of renewable energy FDI across 185 countries (2003-2023), this study provides micro-econometric evidence that cross-border renewable investment significantly increases renewable electricity generation and share, accelerating power sector green transition. Effects are strongest for wind and solar, and more pronounced in high-income economies. Expansion and co-location projects yield stronger employment and output effects than new investments.

In the global GX context
This paper contributes to global GX scholarship by providing empirical evidence on the role of international capital in power sector transitions, relevant to ISSB/TCFD-aligned transition finance and climate policy. It highlights the need for high-income countries to sustain green FDI incentives and for developing economies to strengthen institutional conditions, informing global energy governance and sustainable development strategies.

📄 Abstract(原文)

Abstract

Achieving Sustainable Development Goal (SDG) 7 (clean energy access) and SDG 13 (climate action) requires understanding how international capital shapes national power sector transitions. Yet the role of renewable energy foreign direct investment (FDI) in driving this transformation remains empirically underdeveloped. Using a unique, manually constructed firm-project-level dataset of renewable energy FDI spanning 185 countries over 2003–2023, this study provides novel micro econometric evidence on how cross-border renewable energy investment affects the global power sector. We find that renewable energy FDI significantly increases both the level and share of renewable electricity generation through capital investment and job-creation channels, thereby accelerating the green transition of the power sector. Heterogeneity analysis shows that these effects are strongest for wind and solar power, and more pronounced in high-income economies than in low-income ones. Among project types, expansion and co-location projects generate stronger employment and output effects than new investments, owing to lower marginal costs and faster deployment on existing infrastructure. These findings extend the Pollution Halo Hypothesis to the electricity sector and carry direct implications for global energy governance: high-income countries should sustain green FDI incentives, while developing economies must strengthen institutional and infrastructural conditions to fully capture the sustainable development benefits of international renewable energy investment.
