English
This thesis compares Norway and Italy to examine how economic and political factors shape CCS adoption. Norway has one of Europe's strongest CCS strategies, while Italy—despite needing CCS given its energy mix—suffers fragmented policy and EU-dependent projects, hindering diffusion. It identifies policy practices that best enable widespread CCS deployment across differing policy and energy contexts.

📝 gxceed 編集解説 — Why this matters
In the global GX context
CCS is central to EU and global net-zero pathways, with Norway's Longship and EU CCS Directive/Innovation Fund shaping the landscape. This comparative case adds evidence on how policy coherence and incentives determine CCS deployment, relevant to ISSB/transition-plan disclosure of hard-to-abate sectors.

📄 Abstract(原文)
Climate change is becoming increasingly severe. Consequently, emission reductions are mandatory in line with the limits set by the Paris Agreement. While renewable energy is a crucial tool for reducing emissions and achieving climate change targets, it is not readily available for emissions in sectors that are difficult to reduce and contain a high proportion of emissions. Carbon Capture and Storage (CCS) technologies stand out as a critical tool for mitigating climate change, particularly in sectors where carbon dioxide reduction is seen as limited, such as heavy industry. This thesis examines the economic and political interactions shaping the adoption and development of CCS technology in Europe through a comparative analysis using the examples of Norway and Italy. While Norway possesses one of the strongest and most sustainable carbon capture strategies in Europe, Italy, despite needing CCS technology due to its energy structure, has a fragmented policy strategy and projects dependent solely on the EU, creating significant obstacles to widespread adoption of CCS technology in Italy. This thesis aims to understand the impact of different policy strategies and economic incentives on the implementation and success of carbon capture and storage technologies. The results of this study aim to contribute to the fight against climate change on a global scale by identifying the most beneficial policy practices for the widespread adoption of CCS technology in countries with different policy frameworks and energy identities, particularly Italy and Norway.
