English

This study examines how coercive Scope 3 reporting mandates on India's MSME-dominated auto-component supply chain can incentivize symbolic rather than substantive compliance, using Institutional Theory, NRBV, and decoupling. It identifies a 'Supply Chain Green Gap' driven by missing primary data, reliance on default emission factors, and a shortage of accredited assurance providers, enabling vicarious greenwashing. The authors urge a shift from punitive mandates to collaborative capacity building, subsidized green auditing, and digital traceability networks using big-data analytics.

In the global GX context

As ISSB/CSRD and Scope 3 assurance requirements tighten globally, this paper warns that disclosure mandates imposed on capacity-constrained suppliers can produce vicarious greenwashing rather than real abatement. It adds a Global South, MSME-focused perspective to the disclosure-infrastructure and assurance-gap debate that dominates TCFD/ISSB implementation scholarship.

📄 Abstract(原文)

The global transition to a low-carbon economy has shifted the automotive industry’s compliance focus from direct operational emissions (Scope 1 and 2) to the complex, fragmented realities of its extended value chain (Scope 3). In India, the automobile sector is a vital economic engine, contributing approximately 7.1% to the national GDP and employing over 37 million people. However, the burden of this ecological transition falls disproportionately on its auto-component supply chain, which predominantly consists of Micro, Small, and Medium Enterprises (MSMEs). This study systematically synthesizes secondary data, policy frameworks, and academic literature (2020–2026) to examine the critical intersection of supply chain sustainability reporting, transnational regulatory mandates, and the emergent risk of institutional greenwashing. Using Institutional Theory, the Natural Resource-Based View (NRBV), and the concept of ‘decoupling,’ we argue that coercive pressures to report Scope 3 emissions inadvertently incentivize symbolic compliance over substantive environmental performance, especially when applied to capacity-constrained MSMEs lacking digital Monitoring, Reporting, and Verification (MRV) infrastructure. We identify a pervasive ‘Supply Chain Green Gap’ where lacking primary data, relying on default emission factors, and a severe shortage of accredited assurance providers facilitate vicarious greenwashing. The study concludes that stakeholders must mitigate these systemic risks by shifting from punitive compliance mandates to collaborative, ecosystem-level capacity building, subsidized green auditing, and deploying robust digital traceability networks leveraging Big Data Analytics Capabilities (BDAC).
