The REMI Protocol proposes a Verified Circular Identity framework; an independent, standard-native verification layer for circular action, designed for the people, communities, and businesses that enterprise sustainability frameworks do not reach. A single verified circular action is captured once and expressed three ways, as a personal record, a place based certificate, and an audit-grade Scope 3 - VSME data point that is built on open standards (W3C Verifiable Credentials, the UN Transparency Protocol, VSME, and GHG Protocol data tiers) and issued by a mission-locked community interest company as a neutral trust anchor. This working paper sets out the framework, a verification methodology, its relationship to prior art, and the open questions it intends to test through local pilots in the United Kingdom. It is presented as a working paper describing a framework under development.
