This strategic report assesses Indonesia's energy policy direction, highlighting three challenges: energy security constraints from oil import dependence and fiscal pressure, misalignment between captive coal expansion and decarbonization, and the shift of energy transition challenges from target-setting to project readiness, regulatory certainty, financing, and implementation capacity. It proposes five policy priorities including reducing oil import dependence, limiting captive coal, improving RUPTL implementation, strengthening transition finance, and aligning industrialization with cleaner energy supply.

📄 Abstract(原文)
Indonesia Energy Outlook 2026: Navigating Energy Security, Energy Transition, and National Industrialization is a strategic report prepared by PPI Dunia’s Energy and Mineral Resources Commission to assess the direction of Indonesia’s energy policy as of April 2026. The report highlights three increasingly interconnected challenges. First, Indonesia’s energy security remains constrained by the widening gap between domestic oil production and consumption, continued import dependence, and fiscal pressure when global energy prices rise. Second, the expansion of captive coal in industrial areas reveals a growing misalignment between downstream industrialization and decarbonization. Third, the central challenge of the energy transition is shifting from target-setting toward project readiness, regulatory certainty, financing, and implementation capacity. The analysis draws on policy documents, government data, reports from international institutions, academic literature, and recent developments in the energy and economic sectors. It does not present a new quantitative forecast; rather, it provides a strategic assessment of the links between policy targets, implementation dynamics, and structural risks within Indonesia’s energy system. The report proposes five policy priorities: reducing structural dependence on imported oil, limiting the expansion of captive coal , improving the implementation quality of the RUPTL, strengthening the effectiveness of transition finance, and aligning national industrialization with an increasingly cleaner energy supply.
