This deliverable corresponds to the work performed under Task 10.3, which aims at outlining options for governance, ownership and funding of transnational CO 2 transport networks. The European Union's commitment to achieving net-zero emissions by 2050 necessitates significant advancements in CCUS technologies and infrastructure, particularly in CO 2 transport networks. This report addresses the development of a transnational CO 2 transport network essential for the large-scale deployment of CCUS by examining governance and ownership models, funding sources, investment needs and timelines, and the current state of CCUS funding. The analysis emphasizes the high uncertainty of costs associated with the network, which are influenced by various factors like project-specific scenarios, topography and population density. Despite the technological maturity of CCUS, the report identifies a significant gap between current financing mechanisms and the investment required for such infrastructure. To achieve the 2050 targets, the report recommends allocating sufficient public funding, mobilizing private investment through incentives, creating a regulatory framework for CO 2 transport, and ensuring transparency and measurable impact for recipients of funding for CCUS projects. These measures are critical for the timely development of the necessary CO 2 transportation infrastructure.
