English
This white paper defines a per-agent-task carbon ledger that extends beyond single model calls to full agentic workflows—planner, retrieval, tool calls, retries, and verifier passes—computing per-step energy × PUE × grid carbon intensity plus amortized embodied carbon, with each figure labeled measured, modeled, disclosed, or illustrative. It proposes carbon-aware orchestration that spends a per-task carbon budget like cost governance, and shows a 7× emissions swing from region-aware routing alone. It argues the EU AI Act's missing measurement methodology should be built at the task level.

In the global GX context
As ISSB/CSRD and the EU AI Act converge on AI-related disclosure, this paper fills a real gap: existing carbon instruments stop at the single model call, while production agents are multi-step workflows. Its task-level ledger and carbon-budget orchestration offer a concrete methodology that global disclosure scholarship and AI governance can build on.
Provides a formal per-task accounting framework and labeling taxonomy for measuring energy and emissions of agentic AI workflows, opening empirical research directions.
Gives sustainability and IT teams a blueprint for tracking AI-agent emissions and routing workloads to lower-carbon regions within a carbon budget.
Argues the EU AI Act needs a task-level measurement methodology and offers a candidate structure for regulators drafting AI energy disclosure rules.
📄 Abstract(原文)
Production AI agents are workflows, not queries: a planner call on a frontier model, retrieval and tool calls, retries, and verifier passes, each potentially on different models, providers, regions, and grids. Existing carbon instruments stop at the boundary of a single model call. This white paper defines a per-agent-task carbon ledger — per-step energy × PUE × grid carbon intensity, plus amortized embodied carbon, with every figure labeled measured, modeled, disclosed, or illustrative — and shows how carbon-aware orchestration can spend a carbon budget per task the way cost governance spends a dollar budget. An illustrative worked example shows a 7× emissions swing from region-aware routing alone. The paper adopts the Green Software Foundation's "per workflow execution" vocabulary and argues the EU AI Act's missing measurement methodology should be built at the task level.
