Despite policies for stricter CO2 emission regulations, investments in rail expansion, electromobility, or infrastructure enhancements - the European Mobility Transition continues to face persistent obstacles including regulatory fragmentation, infrastructural inequalities, and sectoral conflicts. It is a complex socio-technical transformation driven by climate policy, digital innovation, changing societal values, and given local circumstances. This paper presents a historical and policy-oriented analysis of this transition from 1950 to 2024, with a focus on pan-European approaches towards sustainable mobility practices. The importance of understanding societal behaviors is highlighted, including diverse mobility needs (e.g., practical, social, hedonic). It is argued that aligning insights with technological innovations and institutional frameworks is necessary for integrating each aspect into broader sustainability objectives. It concludes with an overview of core drivers of the mobility transition in Europe, and suggests coordinated policy efforts across sectors and regions, informed management of economic and social implications, and self-governed solutions adapted to local conditions. Understanding the relation between these measures is necessary for stakeholders to achieve the ambitious climate-neutral goals of the Green Deal Agenda by 2050.
