📄 Abstract（原文）
Sub-Saharan Africa faces energy access challenges, with its growing youth population directly affected. Yet youth voices remain inadequately represented in energy policy development. This paper explores approaches for including youth as contributors to policy decisions in an inclusive policy framework aimed at improving energy access. Drawing on practical experience in telecommunications and energy infrastructure development across Sub-Saharan Africa, as well as relevant research, the paper examines how youth perspectives can contribute to policy formulation and implementation. Their outcome-oriented approaches can complement traditional methods and positively inform planning and project execution. The paper proposes a practical framework for incorporating youth perspectives throughout the energy access cycle, from agenda-setting through post-project evaluation. By positioning youth inclusion as a dimension of age diversity in policy and organizational settings, the study offers recommendations for policymakers, energy companies, development partners, and practitioners. It argues that youth should not be viewed solely as future stakeholders, but as active participants who can help define and design equitable, sustainable, and effective energy access solutions across the continent.
