English

This paper examines the prospects and constraints of using public radio for climate change mitigation in Nigeria. While public radio has significant potential due to its affordability and reach, its effectiveness is hampered by minimal environmental airtime (under 5%), poor journalist training, political interference, and lack of community radio. Recommendations include democratizing media access, licensing community stations, mandating climate airtime quotas, and institutionalizing environmental journalism training.

📄 Abstract(原文)

Climate change poses an existential threat to Nigeria, Africa’s largest oil producer and most populous nation. Public radio, owing to its affordability, reach, and credibility, offers a strategic platform for climate change mitigation through awareness creation, agenda setting, and behavioural influence. This paper critically examines the prospects and constraints of using public radio for climate mitigation in Nigeria, drawing on Development Media Theory and a synthesis of recent empirical evidence (2020–2026). It finds that while public radio has significant potential, especially among rural, low‑literacy, and female populations, its effectiveness is severely undermined by negligible environmental airtime (under 5%), poor journalist training, weak regulatory frameworks, political interference, and the absence of genuine community radio services. The paper recommends policy reforms to democratise media access, license community radio stations, mandate climate airtime quotas, institutionalise environmental journalism training, and foster multi‑stakeholder partnerships. These measures are essential for harnessing public radio’s full potential in advancing Nigeria’s net‑zero commitments and Sustainable Development Goals.
