The India-Middle East-Europe Economic Corridor (IMEC), established via a 2023 G20 MoU, integrates rail-sea links, digital infrastructure, and cross-border energy grids. It bypasses chokepoints, cutting India-Europe transit by 40% and saving over $5.4 billion annually in trade costs. For energy security, it advances low-emission architectures including green hydrogen pipelines and electricity interconnections, aligning with India's 2070 development goals and Europe's diversification from Russian sources.

📝 gxceed 編集解説 — Why this matters

In the global GX context

IMEC represents a significant geopolitical shift in global trade and energy infrastructure, with implications for diversification away from chokepoints like the Red Sea. Its green hydrogen and electricity interconnection components align with global net-zero goals, though implementation challenges and financing gaps remain.

👥 読者別の含意

🔬研究者:The paper provides a comprehensive geopolitical analysis of IMEC's potential to reshape Eurasian trade and energy flows, useful for scholars studying infrastructure-led connectivity and energy transition.

🏢実務担当者:Corporate supply chain and energy teams can use this analysis to assess diversification opportunities and green hydrogen infrastructure timelines in the India-ME-Europe corridor.

🏛政策担当者:Policymakers should note IMEC's role in enhancing energy security and promoting rules-based connectivity, especially as a counterweight to BRI and in the context of CBAM and EU-India FTA dynamics.

📄 Abstract(原文)

The India-Middle East-Europe Economic Corridor (IMEC) is a multimodal geo-economic architecture that integrates rail-sea linkages, digital fiber optics, and cross-border energy grids. It was established through a 2023 G20 Memorandum of Understanding between India, the United States, Gulf states, and important European partners. Bypassing conventional chokepoints, IMEC is expected to cut transit times between India and Europe by 40%, save over $5.4 billion in trade costs annually, and allow for an initial throughput of 1.5–3 million TEUs. It can be scaled to higher volumes with double-stack rail and increased port capacities at Haifa, Marseille, and Trieste. In an era of multipolar contestation, this paper examines the consequences of IMEC for energy security, global trade reconfiguration, and India's geopolitical orientation. IMEC increases resilience and competitiveness by spreading supply chains away from single-point vulnerabilities, such as the Red Sea outages that cut Suez oil transits in half. For energy security, it leverages conventional flows (IMEC partners supplied 27 percent of India’s crude imports in FY2025) while advancing low-emission architectures, including transcontinental electricity interconnections and green hydrogen pipelines, aligning with Europe’s diversification from Russian sources and India’s developmental imperatives through 2070. India is positioned as a connective linchpin, operationalizing its "Act West" policy, promoting rules-based connectivity, and predicted annual export gains of $21.85 billion (5–8 percent boost). In the midst of geopolitical tensions, such as Palestinian dynamics and CBAM frictions, recent milestones—Adani Ports' Haifa operations, Marseille Memorandums of Understanding, Modi's interactions with Israel, and EU-India FTA synergies as of early 2026—indicate gradual progress. IMEC's progressive maturity, despite finance constraints (~$5 billion for minimal operability) and coordination issues, has the potential to rebalance Eurasian reliance, advance sustainable prosperity, and strengthen India's position in global value chains.
