Using a multi-regional input–output model across 80 economies and 50 industries, the paper measures bilateral carbon inequality from a value-capture perspective. Deeper environmental provisions in RTAs significantly reduce this inequality by curbing pollution-intensive exports and narrowing green-technology gaps, with effects strongest in North-North and South-South pairs, pollution-intensive manufacturing, and participatory provisions.

📄 Abstract(原文)
Environmental provisions in regional trade agreements (RTAs) play an important role in aligning trade with environmental objectives and mitigating carbon inequality. Using data covering 80 economies and 50 industries, we apply a multi-regional input–output model to construct a bilateral measure of carbon inequality from a value-capture perspective and examine whether deeper environmental provisions mitigate it. Three main findings emerge. First, we document pronounced asymmetries between countries’ value added gains and the carbon burdens they bear within global value chains (GVCs). Second, deeper environmental provisions significantly reduce bilateral carbon inequality by curbing pollution-intensive exports and narrowing green-technology gaps between RTA partners. Third, their effectiveness varies systematically across country pairings, industries, and provision types. The mitigating effect is evident in North-North and South-South pairs but weaker in North-South pairs, as the difference is systematically associated with asymmetries in forward and backward GVC participatiotexn. It is particularly pronounced in pollution-intensive manufacturing and for participatory environmental provisions. These findings provide policy-relevant evidence on how trade agreements can be designed to advance both economic integration and global climate governance.
