This report frames the energy transition as a development challenge, analyzing Latin American and Caribbean countries through a typology of four transition contexts. It combines structural fossil-fuel dependence with clean-energy deployment and decarbonization progress to distinguish frontrunners, fossil-locked economies, stragglers and dual-track transitioners. The framework highlights how countries can move beyond limited upstream participation toward higher-value clean energy activities, and clarifies differing policy priorities.

日本のGX文脈において
日本にとって直接の対象地域ではないが、資源依存国・移行国を類型化する視点は、日本のエネルギー安全保障とGX投資戦略、資源国との協力設計に示唆を与える。
In the global GX context
Adds a development-oriented, region-specific typology to global transition scholarship, complementing TCFD/ISSB disclosure debates by linking transition progress to structural economic conditions and value-chain positioning—useful for transition finance targeting emerging markets.

📄 Abstract(原文)
The energy transition, understood here as the shift from fossil-fuel-based energy systems to clean energy ones, is fundamentally a development challenge. Countries face the transition with distinct domestic configurations of energy systems, productive structures and development models, which shape both the benefits they can derive from it and their ability to capture them. In Latin America and the Caribbean, a particular challenge is moving beyond the region’s limited and predominantly upstream participation in energy transition value chains towards higher-value clean energy activities. This report develops a typology of four transition contexts to help explain how these differing country conditions shape the energy transition: low-friction frontrunners, fossil-locked economies, low-friction stragglers and dual-track transitioners. The typology considers countries’ structural dependence on fossil fuels alongside their progress in clean energy deployment and energy sector decarbonisation. These categories are not rigid classifications, but provide a practical lens for understanding the different challenges, opportunities and policy priorities countries face.
