English

Using HS6 product-level life-cycle carbon embodied in bilateral trade (1995–2023), the paper tests whether trade shocks cut or merely relocate embodied carbon. Integration pulls carbon-intensive production in slowly while fragmentation pushes it out fast, yet carbon reappears in third countries (Russia's lost exports resurface in China, India, Turkey). A border carbon adjustment cuts covered sectors' embodied carbon by only 2–4%, with a third to all of it leaking. Trade-driven decarbonization is, to first order, redistribution.

📝 gxceed 編集解説 — Why this matters

In the global GX context

Directly informs the CBAM/BCA debate and ISSB Scope 3 disclosure by quantifying leakage: border adjustments yield modest net cuts. It challenges the framing of trade policy as climate policy, relevant to EU CSRD/CBAM and global transition-finance discussions.

📄 Abstract(原文)

Abstract

Trade policy is argued for on climate grounds, yet whether it cuts the carbon embodied intrade or only moves it is untested at the resolution policy uses. We build a product-level(HS6) life-cycle measure of carbon embodied in bilateral trade for 1995–2023 and track howtrade shocks reshape it. Three natural experiments (China’s accession to the World TradeOrganization, the US–China tariff war, and the 2022 sanctions on Russia) are generalizedacross 35 accessions and 9 sanction episodes with a heterogeneity-robust estimator. Onepattern holds throughout. Integration pulls carbon-intensive production in slowly (+31% atten years, +69% at fifteen); fragmentation pushes it out fast (to−88% off the sanctioner’smarket at ten years). The carbon moves rather than vanishing: Russia’s lost exports reap-pear in China, India and Turkey (+236%), and retention against a counterfactual growthpath is 0.92 for Russia and 3.17 for China, so neither episode reduces the total. The Russianestimates are the sharper of the two. A border carbon adjustment, priced with a tradeelasticity estimated from these shocks rather than calibrated, cuts the embodied carbon ofthe covered sectors by 2 to 4%, and between a third and all of that cut leaks. Trade-drivennational decarbonization is, to first order, redistribution. JEL classification: F18; Q56; F14; Q54.
