English
African nations face large adaptation and mitigation needs under tight fiscal constraints, making climate finance central to policy implementation. This article analyzes how state capacity shapes the ability to mobilize, allocate, execute, monitor and account for climate finance. Evidence from Ghana, Uganda, Nigeria, Kenya and Rwanda shows climate plans and legislation often outpace the institutional structures needed to execute them. Scaling climate finance requires parallel reform of domestic fiscal systems, project preparation, climate budgeting and monitoring.

In the global GX context
This paper speaks directly to global debates on climate finance effectiveness and the 'absorptive capacity' gap that undermines international climate funds and transition finance in developing economies. It adds institutional-capacity evidence relevant to ISSB/TCFD-aligned disclosure in emerging markets and to fiduciary accountability expectations of multilateral climate funds.

📄 Abstract(原文)
The financing of climate change in Africa has become the focus of climate change policy implementation, since most African nations have significant adaptation and mitigation needs and are experiencing low-carbon development, and are constrained by limited fiscal resources. However, access to finance is not enough to ensure good policy implementation. This article explores the linkage between climate finance and state capacity in Africa, detailing the constraints that shape a State's capacity to mobilise, access, allocate, execute, monitor and account for climate-related financial resources. The article concludes that Africa's climate policy implementation issue is a financing issue and a state capacity issue, based on evidence compiled from the Intergovernmental Panel on Climate Change (IPCC), the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Environment Programme (UNEP), the African Development Bank (AfDB), the International Monetary Fund (IMF), the World Bank, Climate Policy Institute (CPI), the OECD and recent peer-reviewed research. African countries are also burdened with challenges on how to prepare projects, public financial management, intergovernmental coordination, data systems, institutional mandates, monitoring and evaluation, and fiduciary and technical needs of international climate funds. Experience in Ghana, Uganda, Nigeria, Kenya, Rwanda, and Africa in general has shown that the establishment of a formal climate plan and legislation often outpaces the institutional structures and processes needed to execute it. The article instead theorises the climate finance as a tool for governance that is only effective in its development according to how well the institution can absorb it. It finds that scaling up climate finance in Africa needs to be accompanied by a simultaneous reform of domestic fiscal systems, the process of project preparation, climate budgeting, public investment management, coordination, subnational capacity, monitoring, and direct access to international climate funds.
