English

📝 gxceed 編集解説 — Why this matters

In the global GX context

As CBAM transitions to full implementation and the EU ETS evolves, this study provides a framework for assessing carbon border costs on emerging economies. Its sectoral cost estimates offer insights for global supply chains and trade policy, relevant for countries designing their own carbon pricing mechanisms.

Provides a methodological example for estimating CBAM cost impacts on specific sectors, useful for comparative carbon policy research.

Offers a template for calculating CBAM exposure in steel, cement, and other sectors, aiding corporate compliance and cost planning.

Highlights the need for domestic carbon pricing to mitigate CBAM costs and align with EU standards, relevant for non-EU countries.

📄 Abstract(原文)

This study examines the role of carbon pricing mechanisms in decarbonization efforts, focusing specifically on emissions trading systems (ETS) and the Border Carbon Adjustment Mechanism (CBAM). It begins by providing an overview of the historical development of the European Union’s climate policies, then addresses the fundamentals of carbon pricing. The impacts of carbon taxes on economic structures and environmental objectives are assessed. The study examines the development of the cap-and-trade system within the European Union in detail, assessing the effectiveness of the ETS in supporting decarbonization goals. It also evaluates scenarios for Türkiye that include the ETS in the context of the effects of carbon emission reduction policies on real growth.

In addition, the study attempts to analyze the CBAM, which regulates production and trade environments with the aim of promoting sustainable practices, in terms of its impacts on international trade and competitiveness. The study contextualizes the findings by examining the impacts of the ETS and CBAM on Türkiye, assessing Türkiye’s current climate policies and strategies to integrate the ETS into a broader framework for climate mitigation.

In this context, the focus is on calculation and monitoring strategies for CBAM compliance with impacts on key sectors such as iron, steel, aluminum, fertilizer, electricity and cement. The study attempts to estimate the cost impacts of CBAM implementation in Türkiye on emissions and local industries, and attempts to evaluate potential commercial losses or gains from CBAM through calculations. Through these insights, the study offers policy recommendations to align Türkiye’s carbon reduction strategies with global decarbonization standards, aiming to balance environmental sustainability with economic stability.
