English

This study builds an integrated framework to assess reforestation effectiveness, optimal investment allocation, carbon sequestration and economic viability in Russia's Central Forest Steppe. Combining econometrics, real options, Bayesian growth calibration and IPCC carbon accounting, it estimates 1.45 Mt CO2-eq sequestered over 45 years, NPV of 530.4M roubles, and a critical carbon price of ~631 rub/t for immediate investment. Carbon price is the dominant uncertainty driver, with an 82.4% probability of positive NPV.

📝 gxceed 編集解説 — Why this matters

In the global GX context

As ISSB/CSRD push nature and land-use into disclosure, this work offers a transferable template for valuing forest carbon projects and pricing investment thresholds. It adds empirical evidence on carbon-price sensitivity relevant to voluntary carbon markets and Article 6 project design.

📄 Abstract(原文)

This study develops a comprehensive analytical framework to evaluate reforestation effectiveness, optimal investment allocation, carbon sequestration potential, and economic viability in the Central Forest Steppe of European Russia. Using panel data for 2015–2025, we employed econometric modelling (fixed‑effects, ADL, system GMM, Hansen threshold, spatial Durbin), dynamic programming with real options, Bayesian calibration of the Chapman–Richards growth function, IPCC carbon accounting, financial assessment, and probabilistic risk analysis. Results confirm that reforestation funding, leaseholder participation, forest cover, and stand growth positively affect conversion rates, while hardwood share has a negative effect. A threshold effect is observed: leaseholder participation improves conversion rates only up to about 44%, beyond which additional increases yield no significant benefit. Optimal allocation prioritises productive sites (D2, C2), generating NPV of 530.4 million roubles and CIIC of 1.37. Total carbon sequestration over 45 years is 1.45 million t CO₂‑eq (valued at 1,453 million roubles). Real options analysis reveals a critical carbon price of ~631 rub/t CO₂ for immediate investment. Probability of positive NPV is 82.4%, with carbon price as the dominant uncertainty driver (S₁ = 0.42). Forest climate projects are economically viable under baseline assumptions. The framework is transferable to other low‑forested regions.
